This list catalogues application software released with Windows 3.x as it's highest supported OS. That means software that specifies Windows 3.x, but does not specify Windows 9x; those should be on the Windows 9x Applications page.
Links for specific applications can be samplers, shareware discs, and so on. If a utility is available in a multi-pack of this type but is found (and confirmed to work) in a standalone edition, add the link to the standalone edition but leave the multi-pack link in place below the direct link.
